Can you get your amateur radio despite the coronavirus?

With what is going on in the world today, it may have sparked your interest in amateur radio. With the appropriate license, equipment and propagation, you may be able to contact areas hard-hit by the coronavirus and get on the scene reports. You may realize that it helps in emergency communications locally. You may just want to chat or use it just for communications while camping or hunting. What ever your reason, if you have an interest in an amateur radio license, you can still study for it. There are several resources that may help you prepare for an upcoming exam in your area (if they have not been cancelled).

Let me first explain the licenses. There are three levels. From lowest-to-highest they are Technician, General and Amateur Extra. Most people that have taken our Coconino Amateur Radio Club sponsored classes have been able to get the General license. The Amateur Extra is much more difficult to get and only gives you a few more frequency privileges. The Amateur Extra, however, give you the ability to assist amateur radio in other administrative ways.

There is a separate exam for all three levels of license. The exam fee is $15. This does not pay the people giving the exam. The examiners are all unpaid volunteers. The classes (if held) are also free and run by volunteers. The exam fee pays for the administration of the exam (printing the exam, postage, etc.). When you go in, you must take the Technician exam first. You must bring in a valid picture ID, also. We recommend that you bring a FCC Registration Number (FRN) to the exam. You need this to deal with the FCC and you can obtain it at their web site. If you plan to get a General Mobile Radio Service (GMRS) license, you need to get an FRN also. It only takes about an hour to get the FRN, so I always recommend people do it a couple of days before the exam in case you decide not to take the exam. If you do not get an FRN, you must bring your social security number. We prefer the FRN for your security.

When you pass the Technician exam, you can take the General exam free. If you pass that, you may take the Amateur Extra exam free. If you fail an exam, however, you must pay the $15 exam fee to take it again. For example, if you pass the Technician and fail the General, maybe you feel you can pass the General if you had another shot. You have to pay the $15 to retake the exam.

Another point is that once you are licensed, you are under no obligation to join any group or organization to use that license. You may go merrily along calling out on the radio and QSOing. (You will learn what that means when you study) There are obvious advantages, of course, to supporting the ARRL and joining a local Ham club.

By the way, I gave you the information to answer about three exam questions in the above paragraphs.

As of this writing, the Coconino Amateur Radio Club has an exam scheduled for April 18 and Saturday classes starting April 25. This may change depending on current conditions. The Bill Williams Mountain Radio Club sponsors periodic classes in Williams when there is enough interest.

The American Radio Relay League has information on becoming licensed. They also offer books. These books and other resources are available on Amazon, as well.

Applications on your phone can help.
Another source of information is your smart phone. If you have an Android phone you can search for ARRL Ham Test Prep. That app contains all of the questions and answers (including distracters) for every exam level. There is also an app for Ham Bands that is useful. There are also free apps on Apple. The Ham Test Prep app allows you to take sample exams. However the “STUDY” button is a little misleading. The STUDY button allows you to go through each section of the exam pool and memorize answers. It does not explain the answers. That is where the books and videos mentioned above are useful.

There are web sites on line which offer practice exams, also.

I recommend the videos at http://www.hamwhisperer.com/p/ham-courses.html. The videos cover an outdated question pools, but most of the information is still valid. The updated pools ask some new questions about digital radio and ask some questions a little different, but overall the information is still good. The videos go through each question of the old exam pool give a very basic explanation of the information. The videos on electronics and radio wave propagation, for example, will give you valid information even though the questions have changed. There are some updated questions in the area of radio equipment, but those are minor.

With the plethora of resources available, we still have an uncertain future concerning actual exams. We are hopeful that this situation is resolved by April 18. If it is, you will be ready without the need for classes.

CARC Ends a successful exam year

This year has been a good year for Amateur Radio in Flagstaff and Williams. The exam October 19 is indicitive of that

The final talley is two new Amateur Extras, two new Generals and two new Technicians.

Williams Amateur Radio Club merges with Bill Williams Mountain Radio Club

WILLIAMS – At the last meeting of the Williams Amateur Radio Club, Harry KQ7G, Rose K7NAZ, Jud N6GYF and Bryan Whipp W7BNW attended the meeting and discussed the merger. They explained that the clubs are merged. They elected Kevin Kelly KK7NAZ as Vice-President.

  1. Merger with BWMRC
    We are officially BWMRC.
    Kevin Kelly KK7NAZ elected Vice-President
    Glen Davis KG7YDJ appointed Emergency Coordinator/Liaison between the BWMRC and Coconino ARES/Emergency Operation Center.
    Meetings will now be held the first Friday of every month at 6 p.m. at the Wild West Junction Breakfast room.
    Social net will be held every Friday at 7 p.m. on the 146.780 repeater (91.5 CTCSS – offset). The net on the Friday after the meeting will be time for members to catch up on what happened at the meeting in case they could not attend. They can make inputs on items also on that net.
  2. Glen KG7YDJ discussed attending the Williams Non-Profit Huddle on January 21.
  3. Glen discussed the CARC Winter Field day and lessons learned. He is developing a package for the next Winter Field Day if anyone is interested in participating.

New Business

  1. We discussed the upcoming Young Life Auction and Dinner. Harry NQ7G noted that we should not give radios as we did last year. Kevin suggested and it was decided that we would donate a package with a Technician License Manual and if the person studies and passes the exam, they would be given a radio and a year membership in the Bill Williams Mountain Radio Club.
  2. Glen discussed the upcoming American Legion Woman’s Auxiliary Freedom Celebration on August 13th. Last year Glen, Kevin and Bill KQ1S from CARC attended and prepared demonstrations for radio and satellite communications. Kevin noted that the Williams Fire Department did not attend. They usually attract attention, especially yournger people.
  3. ARRL Summer Field Day
    Glen sent a package containing information about the upcoming ARRL Field Day. The package explains what the Field Day is about and possible locations. The club discussed the locations and possible pitfalls. Harry pointed out that we could do a mini-field day of less than the 24-hours. That would give us a chance to try it, let everyone see what it is about. The package is for an extensive Field Day, but it can be trimmed and we can build on it next year. Or even wait until next year to do it. We do have time to plan for this year if there is enough interest. Most of our members visited the CARC Field Day last year and have an idea of what it is about already.

Amateur Radio Classes set for October in Williams

The Williams Fire Department and Coconino Amateur radio club have combined to bring amateur radio classes to Williams in preparation for the exam on October 21. This is the last exam for the Amateur Radio Technician license this year and the last using the current Technician license question pool. Next year another exam pool will be used. The exam will be held at the North County Healthcare Clinic at 2920 N 4th Street Flagstaff, AZ 86004.

The courses will be on Tuesday and Thursday nights from the 3rd to the 19th beginning at 6 p.m. The courses will be held at 515 Rodeo Road next to the Bob Dean Rodeo Grounds. The courses are outlined in the calander following.
These courses are based on the ARRL Ham Radio License Manual 3rd Edition. You can probably pass by just going to the classes, but it is less likely. Some of the nights will go by fast because the information is easy. Others you will need to concentrate. We recommend that you read the sections the day before each class and go over them again on Friday and Saturday. Except, of course, for exam day.

There are other items that will help you pass the exam. You can download the ARRL Ham Test Prep app for Android and continually test yourself. This app also has the question pool for the General and Extra exams and is continually up-to-date.

The Ham Whisperer courses are also quite helpful. If you watch these videos, you will probably be able to pass the exam on your own.

Williams group attempting to form emergency communications group

In the 50s, the national government established the Radio Amateur Civil Emergency Service (RACES). The current rules for RACES can be found in Title 47, Part 97, Subpart E, of the Code of Federal Regulations. Subpart E is provided in its entirety at the end of this article.

Title 47 of the Code of Federal Regulations covers all of the rules established by the Federal Communications Commission over the years. It is broken up into parts which cover the various areas for which the FCC has authority. For example, Part 95 covers Citizens Band, Family Service, General Mobile Radio Service and Multi-Use Radio Services among other things. Part 97 is all about Amateur Radio. In Amateur Radio, we simply refer to Part 95 or Part 97. It is understood that we mean 47 C.F.R.

RACES was established as a part of the Civil Defense effort to respond in case of a nuclear attack. The idea was that if telephones and other means of communications were down, we could still pass communications across the country. It was the first Internet. {The effects of Electromagnetic Pulse (EMP) were not fully understood at the time. It is interesting that it was discovered that vacuum tubes were less susceptible to EMP than the solid-state devises in use today. But I digress.}

Originally you had to have a special license to be a member of RACES. I understand the FCC has since let the program wane and they are not issuing licenses for RACES anymore. Some RACES licenses still exist and the organization is still active, though I am not quite sure what the membership requirements are. The idea is that only RACES licensees could communicate with another RACES licensee. They were only activated in event of Civil Defense war-type activities. This law does provide that any amateur radio operator could communicate to save life or property.

ARES (Pronounced air-ease) is the Amateur Radio Emergency Service established by the Amateur Radio Relay League (ARRL). It does not have any regulation specifically outlined in Part 97. The ARRL has worked with the FCC since the FCC was formed in 1934, however. Thus the ARES is recognized by the FCC and other government entities.

It should be noted that REACT is the same. It grew out of the popularity of Citizens Band radio in the 60s and 70s. They monitored channel 9 for emergencies and the FCC eventually regulated channel 9 as the official emergency channel on CB radios. Channel 19 is used for traffic information. Today licenses are not required for CB, but you must still follow FCC regulations or you can be fined heavily.

ARES was developed as an amateur radio group to respond to all types of emergencies. It is designed to respond if an event is pending. This could be any man-made or natural disaster. Locally we have had several incidents over the years which cause ARES to respond.

In February of 2015, a damaged fiber optic cable caused telephone and Internet disruption throughout northern Arizona. This included 911 services. ARES was activated. It was actually this event that inspired me to get an amateur license. In October 2016, a prescribed burn caused visibility problems on Interstate 40 causing an accident and stopping traffic for hours. During our first winter storm over Christmas, a 28-car pile up occurred on I-40 blocking traffic for hours in Williams. A similar incident occurred on I-17 south of Flagstaff.

ARES operators monitored scanners and the repeaters in Flagstaff and Williams during these incidents. If a person in these situations lost cell phone service and ran out of gas, they could have called for help on a radio. That is what emergency communications is about. It is not only about catastrophic disasters such as Katrina. It is also important for minor emergencies such as those listed above. Of course if you are caught in one of these “minor emergencies,” it is not minor to you.

There is an effort afoot to create an emergency communications group in Williams and the surrounding area to extend the emergency communications capability of the ARES group centered in Flagstaff. Cooperation of all radio services is essential. In fact, it is required by the Federal Communications Commission. If emergency communications are started on any repeater or frequency, all normal conversational use MUST CEASE.

The Williams Emergency Communications group (Working title. It may change.) is forming for just this purpose. They intend to set up a “band plan” reserving certain channels of Citizens Band, GMRS/FRS and MURS channels for emergency use. They intend to leave open most channels for general communications between families during an emergency. Anyone is eligible to join. However if you have a felony record, you cannot obtain an FCC amateur radio license. You can have your rights restored, however, under certain conditions. If you cannot get a license, or don’t want to, we can still use help from runners and log keepers.

Anyone from Ash Fork, Valle, Tusayan and the outlying areas are welcome to join. There are ARES groups in all counties and we will interact with all of them

If you opt for an amateur license, there are a lot of fun activities you can join in on. There are contests, field days and simply being able to communicate around the world for fun. Anyone who can pass the amateur radio exam is eligible for a license.

If you decide to get a GMRS license, there are certain advantages, as well. You are allowed to use the higher power on GMRS channels giving you extended range. You can also use open GMRS repeaters to extend range even further, using your FCC issued call sign. If the head of a household gets the license, all of the family members can use the radios using the call sign. No foul language or business use is permitted.


Subpart E—Providing Emergency Communications

§ 97.401 Operation during a disaster.
A station in, or within 92.6 km (50 nautical miles) of, Alaska may transmit emissions J3E and R3E on the channel at 5.1675 MHz (assigned frequency 5.1689 MHz) for emergency communications.
The channel must be shared with stations licensed in the Alaska-Private Fixed Service. The transmitter power must not exceed 150 W PEP. A station in, or within 92.6 km of, Alaska may transmit communications for tests and training drills necessary to ensure the establishment, operation, and maintenance of emergency communication systems.

§ 97.403 Safety of life and protection of property.
No provision of these rules prevents the use by an amateur station of any means of radio communication at its disposal to provide essential communication needs in connection with the immediate safety of human life and immediate protection of property when normal communication systems are not available.

§ 97.405 Station in distress.
(a) No provision of these rules prevents the use by an amateur station in 47 CFR Ch. I (10–1–09 Edition) distress of any means at its disposal to attract attention, make known its condition and location, and obtain assistance.
(b) No provision of these rules prevents the use by a station, in the exceptional circumstances described in paragraph (a) of this section, of any means of radio communications at its disposal to assist a station in distress.

§ 97.407 Radio amateur civil emergency service.
(a) No station may transmit in RACES unless it is an FCC-licensed primary, club, or military recreation station and it is certified by a civil defense organization as registered with that organization, or it is an FCC-licensed RACES station. No person may be the control operator of a RACES station, or may be the control operator of an amateur station transmitting in RACES unless that person holds a FCC-issued amateur operator license and is certified by a civil defense organization as enrolled in that organization.
(b) The frequency bands and segments and emissions authorized to the control operator are available to stations transmitting communications in RACES on a shared basis with the amateur service. In the event of an emergency which necessitates invoking the President’s War Emergency Powers under the provisions of section 706 of the Communications Act of 1934, as amended, 47 U.S.C. 606, RACES stations and amateur stations participating in RACES may only transmit on the frequency segments authorized pursuant to part 214 of this chapter.
(c) A RACES station may only communicate with:
(1) Another RACES station;
(2) An amateur station registered with a civil defense organization;
(3) A United States Government station authorized by the responsible agency to communicate with RACES stations;
(4) A station in a service regulated by the FCC whenever such communication is authorized by the FCC.
(d) An amateur station registered with a civil defense organization may only communicate with:
(1) A RACES station licensed to the civil defense organization with which the amateur station is registered;
(2) The following stations upon authorization of the responsible civil defense official for the organization with which the amateur station is registered:
(i) A RACES station licensed to another civil defense organization;
(ii) An amateur station registered with the same or another civil defense organization;
(iii) A United States Government station authorized by the responsible agency to communicate with RACES stations; and
(iv) A station in a service regulated by the FCC whenever such communication is authorized by the FCC.
(e) All communications transmitted in RACES must be specifically authorized by the civil defense organization for the area served. Only civil defense communications of the following types may be transmitted:
(1) Messages concerning impending or actual conditions jeopardizing the public safety, or affecting the national defense or security during periods of local, regional, or national civil emergencies;
(2) Messages directly concerning the immediate safety of life of individuals, the immediate protection of property, maintenance of law and order, alleviation of human suffering and need, and the combating of armed attack or sabotage;
(3) Messages directly concerning the accumulation and dissemination of public information or instructions to the civilian population essential to the activities of the civil defense organization or other authorized governmental or relief agencies; and
(4) Communications for RACES training drills and tests necessary to ensure the establishment and maintenance of orderly and efficient operation of the RACES as ordered by the responsible civil defense organization served. Such drills and tests may not exceed a total time of 1 hour per week.
With the approval of the chief officer for emergency planning in the applicable State, Commonwealth, District or territory, however, such tests and drills may be conducted for a period not to exceed 72 hours no more than twice in any calendar year.

leash-law01As you can probably see, my last articles were basically around the May time period. I can only say that leash laws are getting a little rough.

I have been doing my normal reporting, but I have not dropped out of amateur radio. I have been working on several projects associated with that hobby. I participated in an event, decided to become ARES certified, worked on a proposal to form an emergency communication system in my community and bought some new equipment.

I will cover all of this in upcoming articles. Particularly new equipment.

Now you might think that I get to test the latest BaoFeng equipment because I’m such a widely-read reviewer. You may think that because I review a lot of BaoFeng equipment. I wish that were true, but not so. The reason is mainly cost. BaoFeng is within my retirement budget.

I have been an amateur radio operator for over a year, now. Made a lot of friends and a few enemies. I’d just like to say to you all, stop calling me Kid.

What is amazing about amateur radio is you never know who you will talk to.

I live in Williams, Arizona. We have a Western Intertie Network (WIN) system repeater maintained by Bryan – W7BNW. He fixed the repeater after a massive snow storm knocked it out early in the season. It has been up for about two-week.

Today he got the down link radio connected and the system was complete. We can now talk to people through the western States and, at times, around the world. It is a very interesting coincidence that Bryan got the system working today.

About 2:31 AM GMT (7:31 Arizona Time), I heard a call from Richard VK6VRO in Western Australia (10:30 AM his time). I had to call him when he mentioned that he was from Bunbury, Australia.

When I was in the Navy, I was on the Spruance Class Destroyer USS Oldendorf DD-972. I was on the crew that commissioned the ship. Our first overseas cruise we spent nearly half in Australia. Our very first stop in Australia was Bunbury on August 15, 1980. In fact, we were the second ship to moor at the new pier the city just built—the first United States Navy ship. It brought back great memories of a visit with some of the greatest friends in the world. When we left it seemed like the whole town shut down to come and see us off.

Bear in mind I spoke with him through a UHF repeater on a Baofeng BF-F9 V2+ radio which I purchased from FOSCAM for about $70.

Throughout the day I heard a couple of stations in Canada and I have talked with people in Canada, England, Spain and other States before the tragic loss of the repeater months ago.

A basic Technician license gives you access to the very high frequencies (VHF) from 144 to 148-MHz and Ultra-High Frequencies (UHF) from 420 to 450-MHz. You also have access to other frequencies in this range and above. But the frequencies I described are usually what people refer to when they speak of VHF and UHF. Most repeaters operate in this range.

As you can see, with a Technician license, you might be very surprised who you will speak with.

WILLIAMS — In January a strong snow storm knocked out the antennas for the repeaters on Bill Williams mountain. The two main repeaters are the UHF Western Intertie Network system and the VHF repeater operated by the Bill Williams Mountain Radio club.

The road to Bill Williams mountain is poorly maintained. The snow and ice after a major storm make it impassable. It only became usable recently.

Starting last Friday crews worked through the weekend to get the repeaters back on line.

Bryan W7BNW and his wife worked to restore the antennas for the WIN system repeater. He is currently working on the uplink radio so that Hams from Arizona can connect to the network that mostly covers California.

Jud N6GYF traveled from California to repair the antenna for the standalone Bill Williams Mountain Radio Club repeater on 146.780. This repeater allows Hams from Flagstaff, to Prescott to Seligman to communicate.

These crews are amateur radio volunteers and we appreciate their efforts.
